What is the Rural Health Care Program?

The Universal Service Administrative Company’s (USAC’s) Rural Health Care (RHC) Program includes the Healthcare Connect Fund and Telecommunications Program.1 They provide funding to eligible healthcare providers (HCPs) to obtain broadband networks and telecom services that serve rural and underserved communities.2

What is the Healthcare Connect Fund?

The Healthcare Connect Fund (HCF) provides discounts of up to 65 percent off broadband services. It expands HCP access to broadband services and encourages the creation of state and regional broadband healthcare networks. From telehealth to quickly sending large files like MRIs and CT scans to a distant hospital, these networks can be used for a variety of purposes. The program is administered by the Rural Health Care Division of USAC.

1. Please be advised that, starting in FY2024, Charter Communications will no longer participate in the Telecommunications Program component of the Rural Health Care Program. We will not be bidding on the Request for Service Form (FCC Form 465 - Telecom), nor will we process government subsidized discounts related to this program for any services provided during FY2024 or subsequent funding years. However, you can still purchase telecommunications services from Charter Communications, but may not apply for funding under the Telecommunications Program with respect to any such services that we provide. We will also continue to participate in the Healthcare Connect Fund component of the Rural Health Care Program.

2. Funding is provided to individual HCPs and consortia, which can include non-rural HCPs (if the consortium has a majority of rural sites).
